Municipal Chief Executive is responsible for the day-to-day performance of the executive and administrative functions of the Assembly and also responsible for the supervision of various departments.

MUNICIPAL CO-ORDINATING DIRECTOR

Central Administration is headed by the Municipal Coordinating Director (MCD) and is responsible for ensuring the implementation of governmental policies, projects and programmes at the MMDAs level.

The Municipal Planning & Coordinating Unit is responsible for providing leadership in the planning, implementation and evaluation of development projects and programmes in the Assembly.

The Unit provides lead support in the preparation of Annual Reports, Development Action Plans and Medium Term Development Plans. It also monitors and reports on all development projects that takes place within the Municipality.

The Unit liaises with stakeholders to collect inputs necessary to aid in the formulation of public policies and programmes and also plays the role of ensuring that the capabilities, skills and knowledge of staff are well developed to ensure their effectiveness and efficiency.

The Unit also coordinates activities of Out-of-Home advertisement and provides the general public with general advice and education on processes and permitting of Outdoor advertisement.

MUNICIPAL FINANCE OFFICER

The Finance Department deals with the management and use of financial resources to achieve value for money.

The Finance Department provides financial advice on the Financial Administration Act, Internal Audit Agency Act, Procurement Act, and any other financial regulations approved by the Government and by doing so ensures the maintenance of proper of accounts.

The department directs and controls financial management in line with public sector accounting principles thereby safeguarding the Assembly’s assets

HEAD OF PHYSICAL PLANNING DEPT

The Department of Physical Planning at the district level  manage the activities of the Department of Town and Country Planning and the Departments of Parks and Gardens.

The Department:

  • Advice the District Assembly on national policies on physical planning, land use and development.
  • Coordinate activities and projects of departments and other agencies including non-governmental organizations to ensure compliance with planning standards.
  • Assist in preparations of physical plans as a guide for the formulation of development policies, decisions and to design projects within the Assembly.
  • Advise on setting out approved plans for future development of land at the district level.
  • Advise on the conditions for the construction of public and private buildings and structures and assist to provide the layout for buildings for improved housing layout and settlements.
  • Ensure the prohibition of the construction of new buildings unless building plans submitted have been approved by the Assembly.
  • Advise and facilitate the demolishing of dilapidated buildings and recovery of incurred cost in connection with the demolishing.
  • Advice the Assembly on the siting of billboards, masts and ensure compliance with the decisions of the Assembly.
  • Advice on the acquisition of land property in the public interest, and undertake street naming, numbering of houses and related issues.

HEAD OF WORKS

The Department of Works of the Assembly is a merger of the Public Works Department, Department of Feeder Roads and District Water & Sanitation Units, Department of Rural Housing and the Works Unit of the Assembly.

The Works Department;

  • Facilitate the implementation of policies on works and report to the Assembly, and provide advice on matters relating to Works in the Assembly.
  • Facilitate the construction, repair and maintenance of:
  • Public roads including Feeder Roads.
  • Drains along any streets in the major settlements within its jurisdiction.
  • Encourage and facilitate maintenance of public buildings and facilities in the Assembly.
  • Assist to build, equip, close and maintain markets and prohibit the erection of stores in places other than the markets.
  • Assist to inspect projects undertaken by the District Assembly with the relevant departments of the Assembly.
  • Advise the Assembly on the prohibition of digging of burrow pits and other evacuations in the sinking of wells or their closers.
  • Assist to maintain public buildings made up of offices, residential accommodations and ancillary structures.
  • Advise and encourage owners of building structures to
    • Remove dilapidated structures in any public place.
    • Paint, distemper, white wash or colour wash the outside of any building forming part of the premises
    •  Tidy up the premises and remove any derelict vehicles or objects which constitute nuisance
  • Provide technical advice for the machinery and structural layout of building plans to facilitate escape from fire, rescue operation and fire management

HEAD OF HUMAN RESOURCE MANAGEMENT DEPARTMENT

The Human Resource Department coordinates all human resources programmes; and organize staff trainings within the Assembly.

The department ensures the effective and efficient administration of human resources; translate institutional policies in respect of employment, personnel, wages and salaries into good management practices. The department also updates the records of staff on regular basis as well as ensuring the inter and intra departmental collaboration to facilitate staff performance and development.

The Human Resource Department reports on all human resource related activities and put in measures to upgrade the capabilities, skills and knowledge of staffs in the Assembly. The department also performs other roles such as seeing to the general welfare of Staffs and Appraising direct reports.

The role of the Budget Unit is to provide technical leadership in the preparation and management of the budget in the Service.

It advises the Assembly on cost implications and financial decisions in the LGS. It coordinates the preparation of budgets, participates in the preparation of procurement plan and assists in fee-fixing resolutions.

The Mampong Municipal Assembly has an Internal Audit unit which provides support to the Assembly by Assessing payment vouchers to ensure value for money, Monitoring Revenue collection, Assessing suitability of controls in place, Advising management on the need for review of any unsuitable controls, Assessing and report on activities of other departments of the Assembly, Undertaking any assignments assigned by management

The unit provides leadership in the development and the application of IT standards and quality assurance system in relation to the implementation, development and the deployment of IT systems and resources.

It also advises on the provision and maintenance of computers and other office accessories. The unit also contributes to addressing IT problems and issues and provides leadership in the design and implementation of security measures to protect the IT installations, infrastructure and systems.

SOCIAL WELFARE & COMMUNITY DEVELOPMENT DEPARTMENT

Social Welfare

ABUBAKARI MOHAMMED

General Functions and Responsibilities

(a) Facilitates community-based rehabilitation of persons with disabilities.

(b) Assist and facilitate provision of community care services including:

  • registration of persons with disabilities;
  • assistance to the elderly;
  • personal social welfare services;
  • hospital welfare services;
  • assistance to street children, child survival and development;
  • socio-economic and emotional stability in families;

(c) Assist in maintaining specialized residential services in the districts;

(d) Facilitates the registration and supervision of non-governmental organizations (NGOs) and their activities in the district;

(e) Justice administration – assist children and adults in contact and conflict with the law;

(f) Register and supervise early childhood development centres;

(g) Assist to organize community development programmes to improve and enrich standard of living through:

  • Organize literacy and adult education programmes;
  • Mobilize voluntary contributions and communal labour for the provision of facilities and services such as water, schools, libraries, community centres and public places of convenience;
  • Teach deprived women in home management, and child care and offer employable and sustainable skills training for the youth.
  • Promote and provide alternative livelihood empowerment skills for the deprived in the communities.

  • Promote entrepreneurial skills, business support services and linkages to financial institutions to beneficiaries of skills training programme.

  • Mobilize and train voluntary leaders and community-based organizations as change agents in the communities.

(h) Provide extension services to governmental and non-governmental organizations:

  • Facilitate the rollout of the Child Protection tool kits through community engagement and dialogue.

HEAD OF REVENUE UNIT

The Revenue office is responsible for the taxation of the assets of the Assembly.

The Revenue department is in charge of generating revenue to the Assembly and also collecting data to enable the Assembly to make informed decisions on any outstanding revenue.

This Unit is described as the heart of the Assembly as all developmental projects which the Assembly plans to execute, does depends on the revenue this unit generates

 

HEAD OF ENVIRONMENTAL HEALTH DEPARTMENT

Environmental health Department are responsible for monitoring and enforcing health and hygiene legislation. They also investigate when there’s an incident, such as a noise problem, toxic contamination, pest infestation or an outbreak of food poisoning.

The unit provides strategic direction for the achievement of the overall objective of the procurement function in the Service.

The unit plans and coordinates activities related to procurement, manages the development and implementation of the procurement plan, provides inputs for the preparation of the annual budget and liaises with service providers and other stakeholders to undertake procurement activities.

The Head of the Department serves as a Secretary to the Assembly and chairs the Municipal Planning and Coordinating Unit (MPCU) and acts as an advisor to the Municipal Chief Executive (MCE). The Department also ensures that the capabilities, skills and knowledge of staff are well developed.

HEAD OF STATISTICS DEPARTMENT

This unit is responsible for the collection, compilation, storing and analyzing data based on standardized formats developed by GSS. Disseminates and publish statistical data based on guidelines developed by GSS. Ensure that statistics is produced to meet international standards. Prepares and submit Annual Report of its operations to the District Assemblies

The Client Service Unit receives complaints and addresses them and also provides information on the nature of the operations of the assembly

HEAD OF RECORDS MANAGEMENT UNIT

The unit is devoted to the management of information in the municipal assembly throughout its life cycle, from the time of creation or receipt to its eventual disposition. This includes identifying, classifying, storing, securing, retrieving, tracking and destroying or permanently preserving records.
